Community Engagement & Leading School Change Graduate Certificate
About the Program:
The certificate in community engagement and leading for school change will provide students with:
- A sociological understanding of the race and class dynamics shaping the communities that they serve
- Tools for developing an asset-based understanding of the students and families with which they work, and
- Skills for making changes to improve the ways in which schools serve and are accountable to their students, families, and communities.
Through examining sociological theory, understanding the concept of professional learning communities, and implementing action research initiatives, students will increase their capacity for community engagement and school change.
With the four-course sequence, the program will arm school professionals with the knowledge and capacities for making school change in response to community needs. Through this process and seeing the school community as valuable, there will be more authentic change that reflects the voices and values of each community.
This program will teach students how to build change from the bottom up, empowering students, families, and community members to become the drivers of positive change.
Educational Administrator Graduate Certificate
About the Program:
Towson University's Educational Administrator Graduate Certificate meets the ) requirements for Administrator 1 certification.
The Administrator certification, in addition to a master鈥檚 degree, is required in Maryland for assistant principals and principals. Following completion of the Educational Administrator Graduate Certificate, students submit their stamped transcript to the Maryland State Department of Education to receive the certificate.
This post master's program is available in synchronous, asynchronous, and hybrid instructional formats.
Certificate Requirements
The Educational Administrator Graduate Certificate is a 6-course, 18 credit program that includes the core courses required for the state of Maryland Administrator certification.

Transformational Educational Leadership (M.S.)
About the Program:
The master鈥檚 degree program in Transformational Educational Leadership (with embedded
courses for Administrator certification) prepares you to be a dynamic and effective
leader in America鈥檚 schools.
The 36-credit (12 course) master鈥檚 program is designed for educators with at least three years of experience who desire to be leaders in classroom or administrative roles. Students complete six required courses and six electives in leadership or instructional content areas. View and in the Graduate Catalog.
The master鈥檚 program is available in synchronous, asynchronous, and hybrid instructional formats.
Credits from the following certificates may be applied as electives toward the M.S. in Transformational Educational Leadership. These programs are available through school district and organizational cohorts.

TLN Reduced Program Costs
To begin the application process, complete one of the "For More Information" forms
located at the top of this webpage. After submitting the form, you will receive instructions
for applying through the Towson Learning Network (TLN).
TLN Eligibility and Tuition Billing
- Participants may qualify for reduced tuition through their employer based on established partnership agreements.
- Tuition may be employer-billed or student-billed, depending on the partnership agreement.
TLN Additional Eligibility Options
- Participants employed by a Maryland school system, or those whose employer is not
a TLN partner but whose position is based within an educational setting located in
Maryland, may be eligible for reduced tuition through membership in the Maryland Association
for the Education of Young Children (MDAEYC) or the Association of Teacher Educators
(ATE).
- MDAEYC and ATE participants are student-billed and are not eligible for employer-billed tuition.
- Proof of membership is required annually to maintain eligibility.
TLN Participant Benefits
- Application Fee of $50 is waived for TLN applicants.
- Student Enrollment Contract Fee of $200 is waived for TLN applicants.
Additional Costs
- Additional costs may vary based on the applicable partnership agreement and may include textbooks, university fees, course fees, course materials, and other applicable fees.
- All College of Education programs require the use of an electronic portfolio platform, which carries a one-time fee of $100 for undergraduate students and $120 for graduate students.
TLN Application Process
- Complete one of the "For More Information" forms at the top of this webpage. Once approved by the program director to proceed, you will receive application instructions and a Towson Learning Network (TLN) specific application link via email.
- The standard $50 application fee is waived for TLN applicants. You must use the TLN-specific application link to submit your application.

Do not use Towson University (撸先生) website links to apply. To avoid the non-refundable $50 application fee, apply only through the TLN-specific application link provided to you by TLN staff.
- An Enrollment Contract is required to finalize your admission and gain access to course
registration.
- Admitted students must electronically sign and submit the 撸先生 Enrollment Contract.
- The $200 enrollment fee is waived for TLN applicants. Do not submit payment. If the fee is paid in error, refund eligibility depends on student's enrollment status.
