Financial Stewards and Cost Center Managers cannot be the same person. Two separate approvals are required for most financial workflows.
If a change needs to be made to the person designated the Financial Steward and/or Cost Center Manager for a department or grant cost center, please send the request to the Stratus Financials Team. Approval for a cost center manager change must be given by the financial steward; approval for a financial steward change must be given by the divisional budget officer. Email approvals are sufficient, no form is required.
If something was rejected by an approver for an error or correction, it needs to be reentered into the approval workflow again. Using the Actions>View Approvals option from your notification can show you the full approval trail, if something was rejected, who has and hasn鈥檛 approved it yet, etc.
You can look up the source that is associated with a given cost center by running the Cost Center Report-campus, which can be found on 撸先生 Reporting dashboard for users with reporting access. We also maintain a Cost Center Listing on the website for those without reporting access. Note: if you utilize the alias feature in Stratus, the system will fill in the appropriate source for you based on the cost center used.
The alias is a 鈥渟horthand鈥 way to streamline data entry of the chart of accounts (COA) and can be used with financial documents such as invoices, expenses, purchase requisitions and journal entries. Enter either a five digit cost center or a seven digit research Grant Project ID followed by a %, and the correct COA string will be brought onto the transaction. Learn more (PDF).
There are 14 different major groups of expenditure accounts that can be used to break down each type of expenditure into the appropriate category within your department's budget. When entering in your journal in the Stratus spreadsheet journal, you can search for the appropriate expense code by looking at the account descriptions. We also have a listing of account codes with descriptions for your reference.
An initiative is a five-digit Stratus number that allows you to do additional tracking of your expenses by categorizing them. The initiative value will show on your reports and allows you to sort/group transactions.

The first step is to go to our Chart of Accounts information page and scroll down to the criteria for a new cost center to determine if your need qualifies.
Secondly, go to our Forms Directory and locate the appropriate form under the Stratus Financials section. The form you select will depend on the type of department you are requesting (state-funded, self-funded, or agency-funded). Fill out the form, obtain all appropriate signatures and forward the completed form to the Stratus Financials Team. Please contact Brian Bunker or Al Lagos with any questions regarding the forms.
Accounting/financial transactions in Stratus are transferred to the general ledger (GL) through spreadsheet, manual, import and automatic journals. Users in Stratus with the 撸先生 Budget Analyst role will use the spreadsheet journals function to create journal entries. Manual, import and automatic journals will only be utilized by the core/central financial office staff when applicable.
If you need access to create journal entries, you will need to fill out the and check the box for the 撸先生 Budget Analyst role.
Key features of the Stratus journal spreadsheet include a simple design with information consolidated onto one worksheet. Journal approvals are part of the spreadsheet journal process in Stratus. All journal creators will be required to approve their journals which facilitates the submission of attachments to the Stratus Financias Team for review, ultimate approval and posting of campus journals.
For the vast majority of cases, the journal category INT (interdepartmental request) should be used. For any transfer of expenses between different departments or different account codes, INT must be used for the journal source.

An interdepartmental request is used to move an expense or revenue between account codes within a cost center or between different cost centers. The interdepartmental invoice is also used to bill other campus departments for goods and/or services.
These requests are submitted as a journal entry in Stratus by using spreadsheet journal entry. For more information about this process, see our create a spreadsheet journal entry (PDF) document.
Before submitting a journal, documentation should be obtained to show permission by the Financial Steward or Cost Center manager for both sides of the transaction (the cost center where the expense currently resides and the cost center covering the expense). The department originating the request will need to obtain the proper cost center number and account number from the recipient before submitting the journal.
After submitting the journal through Stratus, the Stratus Financials Team will receive notification through Stratus workflow and will review for any necessary backup. If backup is needed the Stratus Financials Team will contact the journal submitter.
A journal through the spreadsheet upload process (interdepartmental request) is NOT to be used for budget/appropriation transfers. The spreadsheet journal is for transferring expenses that have already occurred. If you need to move money to another department for a FU撸先生RE expense, that would be a budget transfer. Both the charged and the credited cost centers need to retain records/copies of the transaction for two reasons. First, the auditors may ask you to verify by producing your records. Second, compare your records/copies against the monthly budget report to verify any items posted to your cost center.

The 撸先生_BC_DAT_Invoice_Expense_list report provides a listing of invoices/expense reports that have been processed through the system and sent to Annapolis for payment. You can run this report by cost center(s). This report will contain the RStars check number and date when it is sent to us from the State. We receive this data daily. We realize a report of invoices that are pending would be helpful and it is on the list of reports that need to be developed so stay tuned.
There is a report called 撸先生_BC_REQ_PO_Listing that can be run by Cost Center or for just a particular PO number which should provide the information you seek.
Run the 撸先生_BC_REQ_PO_Listing report which will give you the remaining balance for each cost center.
You are not limited to run detailed reports for a particular month. You can run through today鈥檚 date if you like and can export and view/filter the results. From the budget summary reports you can drill down from any of the columns whether it be revised budget, current month or YTD or Life to date for grants to get the details behind those summary numbers.
