in the proposal preparation process to notify them of your intent to apply and to begin discussing support and resource needs. Early notification of future submissions allows OSPR to reserve staff time and provide the highest level of service to all faculty and staff.

Planning Stage

Pre-Award will work with you on the following:

  • Determining eligibility, both for the individual faculty/staff member and the institution.
  • Determining sponsor priorities, mission, requirements and/or restrictions, and past award amounts.
  • Identifying budget restrictions and special proposal requirements.
  • Assessing the project鈥檚 needs as they relate to the proposal:
    Partnerships: Do you have the necessary partnerships and/or can they be formed and documented before the deadline? Sponsors sometimes require signatures from external partners that can be challenging to get with limited time.
    Evaluation: Determine project evaluation needs
    Key Personnel: Identify all key personnel and their specific roles in the project
    Timeline and Work Plan: Create a timeline and work plan for the proposal submission and working with OSPR
  • Subawards and 撸先生 as the Subawardee 
  • It may be beneficial to contact the sponsor's program officer in advance of the submission to discuss technical ideas, funding fit or strategic ideas. OSPR can assist with the best way to contact program officers.

Submission Timeline

Days before deadline
Steps to submission

30 days Notify OSPR and leadership of intent to submit: Fill out Intake Form and notify chair and dean (or equivalent leadership) of planned submission. This allows OSPR time to allocate resources to support you.
30-7 days Develop budget and key proposal components: OSPR will work closely with you to develop the budget and will assist you in identifying necessary proposal elements.
7 days Route for internal approvals: OSPR will initiate routing through Kuali with a final budget and narrative draft. Your chair and dean will have to review and approve. OSPR has final approval.
3-4 days Send OSPR final versions of all proposal components for review: OSPR requires a few days to provide thorough review and give feedback. Sending OSPR materials for review with less than 3 days before the deadline is not sufficient time to ensure compliance with funder requirements and may result in less competitive proposals.
2 days  SUBMIT EARLY when possible! Prepare for submission to avoid last minute technical issues, unforeseen circumstances, and last-minute corrections. OSPR submits after final review and approval.
Day of deadline OSPR will not submit past 5 PM EST, even when the sponsor deadline is later. If you've waited until the deadline to submit, OSPR needs your final documents by noon. 

It's All About the Timing... 

Important Things to Note: 

OSPR will not prioritize proposals received less than 5 business days from the sponsor deadline over other proposals received in accordance with OSPR鈥檚 standard submission practice requirements.

  • PIs and Key Personnel should be reasonably available until submission to discuss and address required or suggested proposal needs or revisions identified by OSPR, unless alternate arrangements have been made and approved by OSPR. Failing to be available may result in your proposal not being submitted.
  • OSPR appreciates being notified of funding opportunities as early as possible, even when sponsor deadlines are several weeks or months away. However, OSPR reviews proposals in accordance with sponsor deadlines while balancing the needs of all investigators. During periods of high submission volume, proposals with the most imminent sponsor deadlines will receive priority attention.
  • High-Volume Solicitations and Deadlines: To ensure each PI and project receives the time and attention it deserves, OSPR may request that your proposal submission date be moved earlier than the funder's posted deadline. This adjustment would only be made to help manage high-volume solicitations or particularly busy deadlines periods. We appreciate your patience and cooperation as we work to support all submissions effectively.

Proposal Evaluation

Review the evaluation criteria, the review process, and particular role of the peer reviewers within the specific sponsoring organization. Below are links to common federal sponsors that have advice, tips and information that may prove useful even if it鈥檚 not the funder to which you鈥檙e applying:
